Who Is The Man With A Collie Dog And A Pint On The Sign Of The Bank Top Pub

We have just moved to the Stead Lane area from Ashington, where we'd lived for over 40 years, and every time we pass the pub, we are intriqued by the pub sign with the picture of the elderly gentleman, with a pint in his hand accompanied by his lovely collie dog. Does anyone know who the man is, and where the lovely location on the sign is? Thanks in anticipation.
