I think its just to waste money for the end of year count...or it could be new engineers doing a trial run for their diploma, i have seen that before...

Maybe they're the Health & Safety advance party planning a route for the Miners Picnic Marching Bands Re-enactment Society. This heritage event could be expanded to include a farewell speech by an ex-leader of the New Labour Party down at the bandstand (is it still there?).

By the way they were looking i reckon there working out a new road lay out , simplifing the malfunction juntion x road at that point - especially the way up passed the church
